UH signs contract for new dormitory

The University of Hawaii Board of Regents has approved a development agreement and contract with American Campus Communities to build the new Frear Hall dorm at UH-Manoa, according to a university news release.

A groundbreaking ceremony is planned for next month with construction scheduled for completion in time for student occupation in fall 2008. The board authorized contract negotiations at last month's meeting with the caveat that construction costs not exceed $71 million. The dorms will be two 12-story buildings with about 800 beds for students.

Frear Hall is the first new student residence to be built on the Manoa campus since 1978.

The regents also approved two legislative proposals for submittal to the governor and the Legislature. One proposal would reinstate the university's authority to develop internal policies and procedures for procurement of goods, services and construction. The second proposal would give the university the ability to designate any appropriated special and revolving funds as a source of "revenues of the university" and the ability to issue bonds for a "university purpose."

'Brownfields' top health forum agenda

The state Department of Health will hold a forum on developing formerly polluted lands known as brownfields on Wednesday at the Ala Moana Hotel in Waikiki.

Building Industry Labor Association wins kudos for support of arthritis programs

The Building Industry Labor Association of Hawaii recently was recognized by the Arthritis Foundation for its continued support of children's arthritis programs in Hawaii.

Association President Alvin Kobayashi accepted the award for the association, which also was recognized for helping the foundation's mission to improve lives through prevention, control and cure of arthritis and related diseases.

The Building Industry Labor Association since 2002 has provided $10,000 per year to the Arthritis Foundation to work with Shriners Hospital for Children to provide the only juvenile arthritis camp and juvenile arthritis family conference in Hawaii.

The support made it possible to send 77 children to camp and host 46 families at the family conference.


The Water Resources Division of the U.S. Geological Survey Hawaii and the Ocean Safety Division of the City & County of Honolulu have received public service awards from the Honolulu Forecast Office, National Weather Service.

The divisions were honored for "exceptional service to the citizens of Hawaii and in support of the National Weather Service mission."

Police catch fugitive who hid with ex-girlfriends

Police have located and charged a 31-year-old man who was wanted for felony assault and burglary cases involving his ex-girlfriends.

Police identified the man as Sydney Tokunaga.

About 11:30 p.m. on June 16, police said Tokunaga was involved in an argument with his ex-girlfriend at a Pearl City home. She was taken to a hospital after she suffered from a fractured skull. Police also had said Tokunaga choked her.

Tokunaga was located and charged for second-degree assault Friday. Police did not have details of where he was located.

Tokunaga was also charged for promoting a dangerous drug in the third-degree, possession of drug paraphernalia, abuse of a household member and first-degree burglary. He is being held in lieu of more than $100,000.

Last month, police asked for the public's help to locate Tokunaga, who was wanted for felony assault and burglary cases.

Police had said he eluded capture by breaking into the homes of his ex-girlfriends, beating them and forcing them to hide him from law enforcement.

Tokunaga has a criminal record that include first-degree burglary, unauthorized entry of a motor vehicle and violating probation.

Gunman sought in shooting of teen boy

Police are looking for a male suspect who allegedly shot a 15-year-old boy in the stomach in Kalihi Saturday.

About 11:05 p.m., police said the victim confronted the suspect about making noise, and started to argue at Mayor Wright Housing on Pua Lane.

The suspect pulled out a handgun and shot the victim once in the stomach. Police said the suspect fled the area.

The 15-year-old boy was taken to the Queen's Medical Center in critical condition and later upgraded to serious condition, said Bryan Cheplic, spokesman of Emergency Medical Services. Police did not have a description of the male suspect.

Ocean fatality ID'd as Waikiki woman, 67

The Department of the Medical Examiner identified a 67-year-old woman who apparently drowned off Magic Island Saturday night as Hui Soon Lee of Waikiki.

A spokesman with the Honolulu Fire Department had said that Lee's husband reported her missing about 5:30 p.m.

She was pulled from the water about 7 p.m. Attempts to revive her were unsuccessful. An autopsy is expected to be performed on Lee today to determine the exact cause of death.

Pedestrian fatality ID'd as Kalihi man, 62

The Department of the Medical Examiner identified a pedestrian who died after he was struck by a pickup truck on a sidewalk along Dillingham Boulevard Friday.

He is identified as Cayetano V. Duran, 62, of Kalihi.

Duran was on the sidewalk when the driver of the truck reversed out of a driveway at Aiea Recycling. The driver had said he did not see Duran, who was taken to the Queen's Medical Center in critical condition.

An autopsy is scheduled to be performed on Duran to determine the exact cause of death.

Man held in alleged threats with knives

Police arrested a 50-year-old man after he allegedly threatened his partner with two butcher knives.

Police said the suspect and his partner, 48, were involved in an argument over the suspect's infidelity on Kaiolu Street about 2:55 a.m. yesterday.

The victim fled after the suspect threatened him with the butcher knives. The 50-year-old man was arrested on suspicion of first-degree terroristic threatening.

Man plunges through 3rd-floor windowpane

A male was taken to the Queen's Medical Center in critical condition after he either punched or fell through a glass window of a dormitory at the University of Hawaii at Manoa, according to Bryan Cheplic, spokesman for the Emergency Medical Services.

Cheplic said the man was in a third-floor* dormitory at Hale Noelani when he fell through the window and landed on the sidewalk about 12:23 a.m. yesterday.

Mo-ped fatality ID'd as Ewa Beach man, 40

The Department of the Medical Examiner identified a 40-year-old man who died Friday from injuries he sustained in a crash that happened earlier this month. He is identified as Terry Spencer of Ewa Beach.

On Oct. 7, Spencer was heading south on Olomea Street near Iao Lane on a mo-ped when he was struck by a 1991 Dodge Ram pickup truck. Spencer was taken to the Queen's Medical Center, where he died. Police have opened a negligent homicide case.

Man held in alleged threats at 7-Eleven

A 32-year-old man was charged after he allegedly threatened to kill a clerk for refusing to give him cigarettes at a Kaneohe convenience store.

Police identified him as Jacob K. Aukai. About 2:12 a.m. Saturday, police said Aukai asked a clerk for cigarettes at a 7-Eleven store, but had no money.

The clerk refused to give him cigarettes when he became upset and made multiple threats to kill her while he described himself as Jesus. Police said Aukai left the store with a six-pack of beer. Aukai was charged yesterday for fourth-degree theft. He is being held in lieu of $1,000.

» A 19-year-old University of Hawaii student suffered critical injuries when he allegedly punched a window on the third floor of the Hale Noelani dormitory on the Manoa campus early Sunday. A "Police/Fire" item on Page A5 in yesterday's morning edition incorrectly said the student was on the first floor.
