The contract, approved yesterday, runs from 2002 to 2005, and will partially defray its own costs through a year-round program that includes Pro Bowl travel packages, said Mark Rolfing, a former authority member who negotiated the deal.
The NFL has approved the contract terms.
The state's current contract for the NFL all-star game ends with the 2001 contest.
The authority has pledged its "best efforts" to provide a natural playing surface at Aloha Stadium by the time the new contract starts, to prevent player injuries, Rolfing said today.
The authority is also within 30 days of forming a marketing agreement with the Professional Golfers Association that would bring six PGA Tour events a year to Hawaii, he said.
