for Japan leadSuzuki, who had 10 birdies in a bogey-free round, matched Ishii, fellow American Brian Watts and Japan's Kenichi Kuboya at 15-under 198 on the 6,308-yard Daikyo Country Club course.
Watts, the 1987 NCAA champion at Oklahoma State, shot his third straight 66 to remain in contention for his third victory of the year.
Ishii, the 1990 Hawaiian Open champion, had a 69, and Kuboya shot a 68.
Japan's Mitsutaka Kusakabe and Shigemasa Higaki were two back at 200 after 67s.
Japan's Shigeki Maruyama, attempting to pass Masashi "Jumbo" Ozaki for the top spot on the money list, was five back at 203 after a 67.
Ozaki, who is not entered, has earned $1.31 million, about $146,000 more than Maruyama.

Yamasaki, of Keizer, Ore., averaged 216 over his 18 games of qualifying en route to a 3,892 pinfall total. Yamasaki has one PBA regional title to his credit and is making his second appearance in the NRPC. He finished 51st last year.
Guppy Troup slipped to second with 3,844 pins after averaging 215 over his final six games. A 23-year veteran, Troup, 47, has eight national titles and 24 regional titles. His best finish in this event came in 1977 when he placed second.
Gary Shultis of Levittown, N.Y., was third with 3,804 pins, followed by Rohn Morton of Vancouver, Wash., with 3,782 and Mike Shady of Oshkosh, Wis., with 3,775.
Sixteen of the original field of 56 advanced to today's match play.
'FAB FIVE' SHOOTOUT: Hawaii's "Fabulous Five" of basketball, circa 1970-72, will shoot 3-pointers at halftime of the Rainbows' Zippy's Tournament game Sunday to benefit the American Cancer Society's Coaches vs. Cancer fund raiser.
Bob Nash, John Penebacker, Al Davis, Jerome Freeman and Dwight Holiday will take their shots in support of the commitment by UH coaches Riley Wallace and Vince Goo to raise money for each 3-pointer made by the Rainbows and Wahine this season.
PALAMA SETTLEMENT TOURNEYS: The fourth annual Palama Settlement Christmas tournaments for girls and boys will run from Tuesday, Dec. 16, through Saturday, Dec. 20, at the Palama Settlement Gym.
Eight visiting girls' high school teams from Canada will compete against each other on Tuesday, Wednesday, Thursday and Saturday, with the top three finishers going on to play three Kalakaua A.C. teams on Sunday, Dec. 21 at Iolani.
Maryknoll, Waianae and McKinley will join five prep teams from California and Canada in the boys' tournament from Wednesday through Saturday.
Admission is free for all girls' games. Admission for boys' games is $4, with children under 10 free.
ROOSEVELT HOOPS: The Roosevelt High School Basketball Tournament tips off on Friday, Dec. 26, at the Rough Riders' gym with McKinley, Moanalua, Aiea and the host team taking on four mainland teams.
McKinley plays Santa Ana Valley at 3 p.m., Moanalua meets Modesto at 4:30, Aiea goes against David Douglas at 6 and Roosevelt plays Philip Burton at 7:30.
On Saturday, consolation action begins at 3 p.m. and the semifinals at 6 p.m. The championship game is set for Monday at 7:30 p.m. after earlier games for seventh, fifth and third place.
