The first tsunami wave measuring less than a foot reached the Garden Isle at about 12:50 p.m., a Kauai County spokeswoman said.

Officials were still urging caution because of the danger from currents and the possibility of larger waves.

As a precaution, Mayor Bernard Carvalho, Jr. signed a disaster declaration to authorize the use of county funds in the event of damage from the tsunami.
