Flag bill passes state House committee

Homeowners in planned communities would be allowed to fly flags without facing penalties from their community association under a proposal advanced by a House panel today.
House Bill 2311 also seeks to have veterans' groups work with community associations to develop reasonable guidelines for flying the flag to maintain aesthetics in planned communities.
The bill still faces a final reading in the full chamber before going to the Senate for consideration.
The proposal appeared dead last week, but the six-member Republican caucus was able to rally veterans groups to vocally support a move on the chamber floor to revive the measure.
Public outcry prompted Housing Chairwoman Rida Cabanilla to hold a second hearing for the bill.
