Teachers won't know contract terms for weeks

School will be out for the summer before Hawaii's public schoolteachers find out the terms of their work contract for 1973-74. Even that may not be the last word.

First, Sam Kagel, the San Francisco mediator-arbitrator, will report his decisions. But the Legislature will still have to get in the act to approve pay increases and other cost items.

Kagel told the Associated Press Monday that he expects to make a decision on the contract provisions next month.

But, he said he does not know when his decision will be made public.

The last day for public schoolteachers is June 8. Kagel reportedly will return to Hawaii June 11.

Any provision that requires State funding will require legislative approval. The big item here, of course, is pay raises.

Unless lawmakers meet in a special session this year, the contract provisions which require legislative ratification must wait until the 1974 session.

The teachers union is pushing through its political arm for a special session.

But that effort has as much to do, if not more, with at least 400 probationary teachers who are expected to be out of a job by September because of the State's dire financial situation.

The teacher's union wants a tax hike to take care of money problems.

Kagel telephoned Jack Reynolds, chief negotiator for all State and county public employment collective bargaining on Friday with a tersely worded press release saying he would meet with the bargaining parties in June and conclude med-arb by the end of the month.

Reynolds said: “;I screamed about the late date, he called me back and said he tried to reshuffle his calendar but couldn't.”; Kagel has other commitments on the Mainland that are holding him up, Reynolds said.
