No jail and no bail ordered for woman charged in death

A 27-year-old woman charged last week with manslaughter in connection with a fatal traffic collision in Kapolei last July does not have to go to jail or post $50,000 bail while she awaits trial.

A state judge granted Kristin Maile Mancao supervised release yesterday.

As a condition of her release, Circuit Judge Richard Perkins ordered the Makakilo woman to turn in her driver's license.

Mancao allegedly caused the July 25 death of Norbert Dean Galban, who was also known as Dean Norbert Gomes.

The state says Mancao was drunk, speeding and ran a red light when she crashed her sport utility vehicle into Galban's sports car at the intersection of Fort Barrette Road and Kapolei Parkway.

Galban, 52, died at the scene.

Mancao and her passenger, a 28-year-old man, were not injured.

The state says Mancao was driving at 74 mph on a 30 mph roadway and that her blood-alcohol content was 0.17—nearly three hours after the collision.

State law prohibits anyone with a blood-alcohol level of 0.08 or higher to operate a vehicle.

Mancao has stopped drinking and has been attending Alcoholics Anonymous meetings twice a week, beginning four days after the crash, said her lawyer, Marcus Sierra.

The state administratively revoked Mancao's driver's license after the crash for drunken driving.

She now has her license back and is driving a new car, said Michelle Puu, deputy prosecutor.

Sierra said Mancao needs to drive to get to work.

Perkins told Mancao she needs to find another way to get to work.
