Area board member is rebuked

The governing body that oversees Oahu's neighborhood boards has sent a “;letter of reprimand”; to a Makakilo/Kapolei/Honokai Hale board member for violating rules.

Kioni Dudley, a retired professor, was found in violation of neighborhood board rules for one of four complaints community members and board members filed against him.

The Neighborhood Commission will hear three additional complaints against him at a still-unscheduled hearing. A commission spokesman said more violations could lead to a suspension.

Dudley said the complaints were broken down into 19 allegations and that he was found innocent of 18 for a “;rather stunning win.”;

“;I think that they were obviously bogus complaints,”; Dudley said. “;I think they were brought against me because I'm involved in trying to save the Hoopili land and find problems with the rail as it's proposed.”;

; Hoopili is a proposed development project to build 12,000 homes on prime agricultural land.

Dudley accused Makakilo Board Chairwoman Maeda Timson of refusing to bring important issues she supports, such as Hoopili, before the board to silence objections.

He said the commission found him in violation at a meeting last year when he told Timson that people voted off the board need to stay home. He was referring to Mike Golojuch Sr., who was appointed timekeeper after he was voted off the board.

“;They thought I was a little bit rude,”; he said of the commission. Dudley claimed he was speaking up for his constituents because Golojuch lost the election, and “;it was really upsetting to see him back.”;

Dudley plans to appeal.

Golojuch, a Makakilo resident who filed one of the four complaints against Dudley, said he is disappointed the commission threw out his complaint.

“;This just gives Dudley free rein to do what he wants,”; he said. “;They just emboldened him.”;

He accused Dudley of being “;menacing”; and “;violent,”; and a “;city liability”; if someone gets hurt.

Golojuch filed his complaint after Dudley told the mayor's representative to ignore Golojuch's concern about people putting up illegal signs in the community.

He said telling elected officials to ignore citizens' concerns is wrong.

Golojuch said he does not know why the complaint was dismissed since, in the past, he had filed a similar complaint against Dudley that was upheld.

At that time, however, the commission did not have the power to sanction.

Since then the commission has adopted new rules giving it the power to sanction members. Golojuch had hoped Dudley would be required to take anger management classes and learn the neighborhood board rules.

Timson, whose complaint was upheld against Dudley, could not be reached for comment yesterday.
