Hearing set for man, 33, accused of holding girlfriend underwater

A preliminary hearing is tentatively set for tomorrow for a man who allegedly held his 21-year-old girlfriend underwater at Waimanalo Beach Park.

Bail for Ipaapuka Carter, 33, was set at $100,000 after he was charged last week with kidnapping.

A police affidavit said Carter was seen arguing with his girlfriend at 9:30 a.m. last Saturday at the beach. He allegedly slapped the woman twice in the face and burned her with a cigarette on her shin.

At about 3:30 p.m. the same day, the couple entered the ocean in front of some campsites and argued for several hours, police said in an affidavit.

Carter allegedly kept the woman from leaving the water for several hours. He also allegedly dunked her head underwater between 9 and 9:30 p.m., punching her in the chest and stomach and kicking her in the back, the police affidavit said.

The officer, who responded to a 9:20 p.m. call, reported finding the woman crying uncontrollably and covered in sand and that she appeared to be hyperventilating.

The woman reported feeling “;fuzzy,”; nearly passing out and vomiting twice due to swallowing seawater, police said.

Police found her neck red, and she complained of pain to her head, face, neck, side, arms and vagina.

She was taken to Castle Medical Center by ambulance in good condition. Police had also arrested Carter for attempted murder, but that charge was not filed.
