State disciplines 13 businesses and individuals

Thirteen Hawaii businesses and individuals have been sanctioned by the state Department of Commerce and Consumer Affairs for the period through April.

The disciplinary actions are the results of contested case hearings or settlement agreements submitted by the licensees.

On April 21 the Motor Vehicle Industry Licensing Board issued a $1,000 fine against J.P. Automobiles Inc., doing business as Pflueger 28 Auto Super Store Dillingham, also or formerly known as J.P. Automobiles Inc., dba Pflueger Auto Value Center-Dillingham.

The Contractors License Board fined Alii Mechanical Contractors Inc. and Robert R. Jennings of Maui $2,500 on April 17 and issued a $2,000 fine against Anthony W. Fowler, doing business as AW Fowler Construction.

Boskoff Construction Inc. and Kenneth G. Boskoff voluntarily surrendered their licenses, and Darrell K.K.C. Lee, dba Dezn Creations, agreed to the voluntary suspension of licenses for two years.

The licenses of Phillip G. Kuchler and Phillip G. Kuchler Inc., dba Kuchler and Co., were ordered suspended effective April 24 for three months by the Real Estate Commission, which also ordered payments of $4,000 in fines and restitution. It additionally ordered Kuchler to successfully complete educational courses.

On April 23 the Board of Massage Therapy revoked the licenses of Daniel E. Fowler, dba Ka La Hiki Ola Health Center of Maui, and issued a $5,000 fine. It also revoked the license of Dane D. Silva and fined Kauai licensee Marguerite Pennington $500.

The Board of Dental Examiners put Kevin J. Mahoney's license on probation effective April 3, concurrent with the probationary term set by the Missouri Dental Board, and fined him $1,000.

The Real Estate Appraiser Advisory Program as of April 1 fined Catherine K. Shimizu of Maui $3,500 and ordered her to successfully complete educational courses.

The Board of Electricians and Plumbers fined Charles J. Eiman, dba Action Plumbing, $500 on April 8.

West Asset Management Inc., dba Accent Cost Containment Solutions, was fined $1,500 by the Collection Agency Program effective April 24.

The Board of Professional Engineers, Architects, Surveyors and Landscape Architects accepted the voluntary surrender of Allen L. Hibbs' license on April 9.
