Windward satellite city hall opens

More than 65 people attended the grand-opening ceremony of the Windward City Satellite City Hall yesterday at its new site.
The Windward City Shopping Center is the third location for the office, among the busiest of the island's 10 satellite city halls.
The Windward Satellite City Hall was the first satellite location to be established 36 years ago, according to city officials. It opened next to the Kaneohe Post Office before moving to Windward Mall.
In August the city was unable to secure a long-term lease at Windward Mall, prompting officials to look for a new site. Their lease at Windward City Shopping Center, located near Rent-a-Center, is effective until August 2015.
To reduce long lines, the new facility plans to offer customers a new service known as WikiWiki Express. Personnel using laptop computers will check customers waiting in line to determine whether they have all the necessary documents for their desired transaction.
Their information can then be keyed into the laptop - which is linked to the city's network - and retrieved by a customer service representative at the counter.
Dana Takahara-Dias, director of the Department of Customer Services, said staff members will monitor the effectiveness of the express service before it is implemented at other locations.
The new 3,200-square-foot site was constructed at a cost of $543,000, officials said, with help from the Department of Design and Construction and Department of Facility Maintenance to help keep costs down.
Some cabinets, shelving and work counter stations were refurbished and relocated to the new site, which also has a conference room for meetings and training workshops.
