Freed burglary suspect back in custody

The Department of Public Safety is reviewing its prisoner-release procedures after it mistakenly set a suspected felon free for the second time in a month.

Anthony D. Williams, 48, arrested in September for drug offenses and also wanted on a burglary charge, was inadvertently released last Monday from the Oahu Community Correctional Center because of a paperwork glitch, said Public Safety Department spokeswoman Louise Kim McCoy.

He was arrested at 7:45 p.m. yesterday at 2601 Kalakaua Avenue.

On Sept. 11, deputy sheriffs released Eric Isoen Jones, a Utah fugitive wanted for allegedly abusing his 1-year-old son, from the District Court building downtown. He was recaptured later that day.

McCoy said the cases are different, but the department is looking at both as it reviews the entire process to prevent a recurrence.

“;We're realizing and recognizing that there were discrepancies in the paper trail,”; she said, referring to the Williams case. “;We want to see how we can improve communications as well as the paper trail within our own department and with other agencies.”;

The Sheriffs Division and the Honolulu Police Department share information regarding warrants, but the Sheriffs Division does not have access to police arrests, McCoy said.

On Sept. 18, Williams was arrested as a John Doe for two drug offenses and, complaining of pains, was taken to the hospital, where he remained until Sept. 24.

Also on Sept. 24, court documents pertaining to a previous burglary charge went to the Circuit Court cellblock. But since Williams was not in custody there, the paperwork was sent to OCCC.

At OCCC a sergeant receiving the documents determined Williams was not in custody and placed the paperwork in a “;not-in-custody”; file. OCCC was unaware he was in the hospital, and police did not inform OCCC he was arrested Sept. 18, McCoy said.

So the burglary paperwork did not catch up to him, even though he arrived at OCCC on Sept. 25.

Last Monday, Williams appeared in court on a misdemeanor contempt charge for violating park rules, and a judge released him to appear in court at a later date. He was returned to Oahu Community Correctional Center, where he was released.

A bench warrant was issued Thursday for Williams' arrest.

McCoy said the Jones case was different in that there was “;a definite mistake”; made by the District Court cellblock when it released him since his extradition paperwork was there but was overlooked. In that case, Jones had also been released by the court to appear at a later date.
