Japanese mayor supports carrier

After initially expressing opposition to the basing of a nuclear U.S. aircraft carrier in Japan, Yokosuka Mayor Ryoichi Kabaya has reversed his decision, saying it would be futile to try to prevent USS George Washington from docking at his city, the Voice of America reported.

The U.S. Navy plans to replace the conventionally powered USS Kitty Hawk with the George Washington in 2008. There are about 50,000 U.S. personnel in Japan. Recently, Japan and the United States agreed to relocate 8,000 Marines from Okinawa to Guam.


The Canadian warships Algonquin, Vancouver, and Regina were decorated with signal flags yesterday at Pearl Harbor to celebrate the founding of Canada as the union of the British North America provinces in a federation under the British North America Act of July 1, 1867. The July 1 holiday was established by statute in 1879 as "Dominion Day" and later changed to "Canada Day" in 1982. Canada has participated in the Rim of the Pacific naval war games since the first exercise was held in 1971. Besides the three warships, Canada's involvement includes a team of clearance divers from Fleet Diving Unit, Pacific. They are led by Commodore Bruce Donaldson, who is the deputy commander for the exercise.

» Col. Cynthia Cohan has assumed command of the 26th Air and Space Intelligence Squadron, relieving Lt. Col. Scott F. Murray. Cohan arrives from U.S. Strategic Command, Offutt Air Force Base, Neb. Murray will be a Stanford University national security fellow at Palo Alto, Calif.

» Col. John Torres has assumed command of the 15th Airlift Wing, relieving Col. William Changose.

» Lt. Col. Mark Boussy has assumed command of the Oahu Base Support Battalion, relieving Lt. Col. Stephen Moniz.

Pearl Harbor

» Rear Adm. Christopher J. Mossey, chief of staff at Naval Facilities Engineering Command in Washington, D.C., will become commander of Pacific Division, Naval Facilities Engineering Command.

» Rear Adm. Cecil E. Haney, Pacific Fleet deputy chief of staff for plans, policies and requirements, will become commander of Navy Region Northeast and Submarine Group 2 in Groton, Conn.

» Capt. Stephen Marr has assumed command of Submarine Squadron 1, relieving Capt. Michael Zieser.

» Capt. Steven Lott will assume command of the cruiser USS Chosin, relieving Capt. Douglas Venlet.

Barbers Point

» Capt. Bradley Bean has assumed command of Coast Guard Air Station Barbers Point, relieving Capt. Kurt DeVoe. DeVoe will transfer to the U.S. Northern Command in Colorado Springs, Colo., as the Coast Guard liaison.
