Frisbee gets
20 years for ‘ice’

The Windward man had conspired
to ship the drug for dealing

A Windward Oahu man was sentenced yesterday to 20 years and 10 months in prison for conspiring to transport between 300 and 600 pounds of methamphetamine from California to Hawaii over two years.

U.S. District Judge Helen Gillmor also ordered Roy Frisbee to five years' supervised release and that he forfeit his interest in $168,995, three automobiles, three motorcycles and a Boston Whaler Sport boat.

A jury convicted Frisbee and a second defendant, William Villa, of conspiracy to distribute and possession with the intent to distribute crystal methamphetamine, or "ice." Frisbee was also convicted of a separate count for possessing about three pounds of ice for distribution.

Frisbee was sentenced as a "career offender" because of his prior record of numerous felony convictions in Hawaii.

He was previously convicted of kidnapping, second-degree robbery, first-degree terroristic threatening, first-degree escape and unauthorized control of a propelled vehicle.

U.S. Attorney Edward Kubo Jr. said Frisbee and Villa are two of 29 individuals convicted so far of methamphetamine-trafficking offenses as a result of an investigation including a series of court-authorized wiretaps between November 2002 and April 2003.

The wiretaps came up with evidence of ice trafficking by people on the North Shore and Windward Oahu.

Law enforcement agents said they seized about 8 1/2 pounds of methamphetamine.
