Man charged

Police arrested the suspect, Francis K.S. Kim, at 1865 Kamehameha IV Road on Wednesday at about 6:20 p.m.
Police charged him with fourth-degree sexual assault in connection with a case on Dec. 1. A 58-year-old woman told police that she was leaving the parking lot at 830 Punchbowl St., where the unemployment and state tax offices are located, when she saw the suspect nude and touching himself.
The suspect is also being investigated for a similar incident at the same parking lot on Dec. 2, as well as a previous case at the parking stalls near Ali'iolani Hale at 417 S. King St. on Oct. 25.
A Dec. 9 CrimeStoppers bulletin said police believed one man was responsible for three such incidents since Oct. 25.
Police released a photograph taken by a surveillance camera of a clothed man who matched the description of the suspect in the most recent incident. Police said they believe the photo was taken before the man took off his clothes.
Police said a tip to CrimeStoppers led to Kim's arrest. Fourth-degree sexual assault is a misdemeanor punishable by up to a year in jail and a $1,000 fine.
Kim was released Wednesday night after posting $1,000 bail.
