First I would formally recognize it as an epidemic. I would prioritize with prevention with the simple goal of not one more new addict as my first step. I would also provide increased resources to law enforcement to create a bigger deterrent to drug dealers.
What can the Legislature do to improve Oahu's traffic congestion?
Mandate the implementation of state-of-the-art traffic flow technology to synchronize all traffic lights and install more smart lights. In rural areas add a center turning lane where it can be accommodated.
