Julia E. Allen
Republican
Age: 56 Job: President, Hula Coffee Co. Past: Small business owner; chairman, District 20 Republicans
What qualifies you to be a state representative?
As a concerned citizen and small business owner, I have the tools to be part of the team to reform education, fight drugs, control spending and make affordable living a reality. I will listen to the people of my district.
What would you do to combat the state's crystal methamphetamine abuse epidemic?
We must balance prevention and treatment programs with solid support for law enforcement including wiretap and "walk and talk" to stem the flow of illegal drugs into Hawaii.
What can the Legislature do to improve Oahu's traffic congestion?
We must not raid the highway fund to spend on other programs. When the legislature robs this fund, potential four to one federal matching dollars are lost and Hawaii's transportation infrastructure deteriorates further.

What qualifies you to be a state representative?
My 28 years of public service as a state representative. I will continue to strive and prepare Hawaii's economy for the challenges in this new century.
What would you do to combat the state's crystal methamphetamine abuse epidemic?
Support drug education, prevention, treatment programs that the Legislature passed last session by appropriating sufficient funds and by supporting the establishment of two more drug courts in the Judiciary system and tougher law enforcement laws.
What can the Legislature do to improve Oahu's traffic congestion?
Earmark a certain percentage of highway funds to the "TRANSIT HAWAII STATE FUND" for future planning, programming and budgeting of a major STATE/FEDERAL Project.
