Contract negotiations for public school teachers, which have been at an impasse, may be headed to mediation after the state made a salary offer yesterday.
The state offered the Hawaii State Teachers Association a contract with no raise in the first year and a 1 percent raise in the second year, according to HSTA President Roger Takabayashi.
"I'm speechless and disappointed," he said.
The Board of Education issued a written statement saying that the two sides might go to mediation as soon as Monday.
