Kagan unable to
account for 4 dogs

The owner claims she sold the
animals, but can produce no proof


Hawaiian Humane Society officials are trying to find four dogs that were returned to Lucy Kagan after they were discovered in squalid conditions in her burning Hawaii Kai townhouse.

"We want to make sure that they're healthy and housed safely," said Bryan Windisch, manager of the society's field services.

Four of 14 dogs that were returned to Kagan on July 29 have yet to be accounted for by the Humane Society.

Twenty-seven dogs and two cats were removed May 7 after firefighters responded to a fire at her townhouse and discovered the animals living in filthy conditions.

Under an agreement, the dogs were released to Kagan as long as she kept them at a Waimanalo home where she said she was going to move. Also, inspectors would be allowed to check the premises and conditions of the dogs. But Kagan did not move, saying the landlord changed his mind about leasing her the home.

On Friday, Circuit Judge Eden Elizabeth Hifo ordered that the Humane Society be allowed to inspect a Kuliouou home where she spends a lot of her time. Workers visited the home on Friday and Saturday, but nobody was present. Windisch, however, said he could hear a dog barking.

On Monday, a staff member from Hifo's office, Humane Society attorney Jan Futa and n investigator visited the home but there were no dogs.

"(Kagan) said that all four of them were sold but she was not able to provide the names and telephone numbers of who they were sold to," said Windisch. Futa said she was told by Kagan that one of the four dogs had run away and that the other three dogs are with other people. Futa said she observed several empty cages at the Kuliouou home.
