Navy solicits bids for
Moanalua Shopping Center


The military continues to let private developers refurbish more of its property.

This time, it is a 15-acre parcel off Valkenburgh Street near Pearl Harbor that contains the 65,000-square foot Moanalua Shopping Center. The Navy wants construction to begin within a year.

Other military projects were awarded this summer to private developers to build or renovate housing units at Pearl Harbor, Hickam Air Force Base and Schofield Barracks. In return, the developers would draw the rental income from these properties over a long time.

In August, Actus Lend Lease was awarded a $7 billion Army housing contract and last month successfully bid on a $1.1 billion Air Force contract. A month later the Navy announced that Hawaii Military Communities -- a partnership of Cleveland-based real estate development firm Forest City Enterprises and Texas-based construction firm C.F. Jordan LP -- was awarded a $250 million contract to build or renovate 2,000 housing units for Hawaii's Navy families.

On Tuesday the Navy will discuss the Moanalua Shopping Center area project at a conference to begin at 7:30 a.m. at the Hilton Hawaiian Village. There is no cost to attend, but pre-registration is required. The Navy will not disclose the exact value of the contract, except to say it will be worth "millions of dollars." The lease for the 15-acre site is up to 40 years.

There are 34 businesses, including a half-dozen fast-food restaurants, at the shopping complex adjacent to Pearl City Elementary School. The Navy says the original lease was signed in 1952 with Moanalua Terrace Shopping Inc., which lists Man Kwong Au as its president. All of the subleases would have to be renegotiated with the new developer, said Lt. Cmdr. Jeff Davis, Navy spokesman.

Davis said one of the requirements is that the new developer include several Navy quality-of-life facilities, such as the Family Service Center, in the commercial development, which would be open to the public.
