Effort to cap
city spending
suffers setback


Two bills that would create city spending and debt ceilings were sent back to a City Council committee to be reworked after several objections yesterday.

Councilman Charles Djou introduced the bills that would establish a spending limit on the operating budget and a limit on the amount of debt the city can incur with its construction budget.

The city administration opposed the measures, saying they would jeopardize the city's credit rating and lead to deep cuts in city services.

Other Council members also objected to the proposals, leading to the bills being recommitted to the Budget Committee.
