Campaign commission fines DeSoto $4,200

The state Campaign Spending Commission voted unanimously to approve a $4,200 fine against former City Councilman John DeSoto for improper campaign expenditures.

By a 3-0 vote, the commission upheld a conciliation agreement in which DeSoto admitted that he used $4,200 in campaign funds for his personal use.

Bob Watada, the commission's executive director, said an investigation by the commission's staff found that DeSoto paid for parking, parking tickets and personal clothing items with his campaign funds.

The commission also voted 3-0 to uphold a $19,000 fine against the local engineering firm of NTW Associates Inc.

NTW, a city contractor, admitted to giving $29,000 under false names to Honolulu Mayor Jeremy Harris' political campaign and $2,500 in false-name contributions to former Gov. Ben Cayetano, Watada said.

During the past two months, Honolulu police have arrested five donors linked to NTW for an investigation of making campaign contributions under false names.

Under state law a donor can give no more than $4,000 to a mayoral candidate during a four-year election cycle. Contributors also cannot make political donations under false names.

Alleged swordsman is held without bail

WAILUKU >> Acting Maui Circuit Judge Reinette Cooper ruled that a man accused of trying to slash a police officer with a sword should continue to be held without bail.

Casey Strom Nies, 30 and homeless, also will undergo a mental examination, Cooper ordered yesterday.

Deputy Prosecutor William Sloper argued Nies should be held without bail because he poses a danger to the community and has a prior felony weapon conviction on Kauai.

Nies is charged with first-degree attempted murder and other charges. His trial is scheduled for Nov. 17.

Nies was shot in the hip by police in a parking lot in Kihei on Aug. 26, after allegedly refusing to drop a sword and trying to cut a police officer.
