Mansho is on
extended furlough

The ex-councilwoman gets to
go home at night and on weekends


Former City Councilwoman Rene Mansho is being allowed to go to her Mililani home at night and on weekends under a new day-reporting, extended furlough program at the Women's Community Correctional Center.

Mansho, 53, is serving a one-year prison term for misusing campaign funds and city staff. She is scheduled to be released June 25.

Mansho qualified for the program because she is within four months of her release, does not have a prior record, is a nonviolent offender and has completed all court-ordered prison programs, said John Kellam, WCCC warden.

Kellam said he started the day-reporting program in November to help ease prison overcrowding. Since then, between 20 and 30 women have qualified.

"It's been a good program for us. We've had good results," Kellam said.

Mansho started the program April 29.

In the first six weeks of the program, inmates are required to be at WCCC from 7:30 a.m. to 4 p.m., Monday through Friday. When they are not at the facility, an electronic monitoring device on their wrist informs prison officials if the inmate strays more than 250 feet from their home. Inmates are allowed recreational time and time for trips to the market and doctor, Kellam said.

In the second phase of the program, which lasts five weeks, the inmates only need to report to WCCC three days a week. The final phase requires just one day a week at the prison.

Mansho had been housed in a prison dormitory. She works in the prison yard, earning 50 cents an hour.

Mansho pleaded guilty in April 2002 to two counts of felony theft. She had already paid $40,000 in restitution and had agreed to pay $25,000 more.
