Charter school group chooses new board, name

The Hawaii Association of Charter Schools has changed its name to the Hawaii Charter Schools Network and elected a new board, headed by President Donna Estomago, principal of Lanikai Elementary School.

The name change reflects the nonprofit group's desire to expand its membership to include community and corporate partners, and act as a support network for all charter schools, Estomago said.

Charter schools are public schools under contracts with the state giving them greater autonomy than other schools.

In addition to Estomago, officers of the Charter Schools Network are Vice Presidents Richard Paul, principal of Kihei High School on Maui, and Maunalei Love, co-director of Hakipuu Learning Center in Kaneohe; secretary Kanoe Ahuna, student services coordinator at Halau Ku Mana in Honolulu; and treasurer Steven Hirakami, principal, Hawaiian Academy of Arts and Sciences in Pahoa on the Big Island.

Maui chief gets positive job review

WAILUKU >> The Maui County police chief received high marks in a recent evaluation by the police commission.

Chief Tom Phillips more than met expectations in categories of leadership traits, personal and professional commitment to departmental improvement, managerial skills and interaction with the community and commission, the board said in its review.

The evaluation of Phillips, 49, who became police chief in July 1998, was for the period from December 2001 to November 2002.

"Overall, the police commission is very pleased with the performance of Chief Phillips and found no area in which the chief failed to meet expectations," board chairman Pancho L. Alcon said. "We feel that Maui County is fortunate to have an individual with such high character, moral integrity and ability as Chief Thomas Phillips."

The Maui Police Department was nationally accredited for the third time in a row lasts year. It is the only department in the state that received the accreditation, the commission said.

HONOLULU

Man allegedly robbed by suspect with rock

Police arrested a 25-year-old man Wednesday in connection with a robbery in which the victim was threatened with a rock.

Police said the victim, a 44-year-old man, was walking in the area of North Kukui and Maunakea streets downtown at about 8:10 p.m. when he was confronted by two men. Police said one man demanded money while the other held a rock and threatened him.

Police arrested the man who allegedly held the rock. They are still looking for the other man, believed to be in his late 20s to early 30s, 6 feet 2, with a medium build and short frizzy black hair.

He was wearing a white T-shirt and red shorts.

Police raid home of Indreginal relative

Police raided the Aiea home of a relative of slain 11-year-old Kahealani Indreginal yesterday and recovered drugs and illegal weapons.

They arrested the resident, a 41-year-old man, on drug offenses and for being a felon in possession of a firearm.

Police executed a search warrant of the Kauhale Street home about 5 p.m. yesterday.

They recovered marijuana, crystal methamphetamine, drug paraphernalia, an automatic weapon and a silencer. They are not saying whether the raid is connected to Indreginal's killing.

The girl's body was found off the Aiea Loop Trail Dec. 13. She had been beaten to death. Christopher Aki, 20, the boyfriend of Indreginal's older sister, confessed to beating the girl with a pipe and is awaiting trial for the murder.

Stolen truck overturns near Leeward college

Police arrested a 21-year-old man and 30-year-old woman yesterday morning after they allegedly crashed a stolen pickup truck near Leeward Community College.

Police said a patrol officer spotted the pickup with a bicycle in the bed, parked on Waipahu Street, at about 1:30 a.m.

Three people got into the truck and started to leave when the officer attempted to stop them, but the driver refused to stop. Police said the officer followed but ended the pursuit because the driver was operating the truck recklessly.

Police later found the truck on its side on Waiawa Road near the college with the male and female suspects still inside. Neither was seriously injured.

The officer arrested the driver for investigation of auto theft and then arrested one of the women after it was learned that the bicycle also was stolen.

WINDWARD OAHU

Man, 42, is arrested in alleged sex assault

Honolulu police arrested and charged a 42-year-old man yesterday for allegedly sexually assaulting a woman.

Joseph Neary was charged with first-degree sex assault for an alleged attack on Jan. 27 in Kailua. According to police, the 47-year-old female victim was sexually assaulted while she was handcuffed. Police arrested Neary at noon yesterday.

Firefighters battling lava fires on Kilauea

VOLCANO, Hawaii >> A long tongue of lava is sparking wildfires along the side of Kilauea.

About 20 firefighters borrowed from national parks in California are helping local crews create a perimeter around the flames. They have been clearing brush and trees from a channel about 20-feet wide to keep the fires from spreading.

Firefighters also poured buckets of water onto the fire from a helicopter yesterday.

Don Swanson of the U.S. Geological Survey's Hawaiian Volcano Observatory said he could see flames up the slopes from where the lava flow has covered the road.
