Holmes, former chairman of the Council's Public Works and Environment Committee, also will oversee development of the city's sustainability master plan.
The appointment was among changes announced yesterday by the administration of Mayor Jeremy Harris. The mayor also appointed Gerry Silva to deputy director of the Department of Customer Services.
Silva, also the Hawaii Army National Guard's chief of staff, has worked for the past six years as special assistant to the director.
He replaces Patricia Nekoba, outgoing deputy director, who is returning to the state Department of Education.
Also, Harris named Barbara Kim Stanton as deputy director of the Department of Planning & Permitting. Stanton, who now heads the city Office of Waikiki Development, replaces deputy planning director Loretta Chee, who retired.
Joseph M. Magaldi Jr. will replace Stanton as the head of the Office of Waikiki Development. Magaldi is an executive assistant to the city managing director.
Magaldi's general role as an assistant was changed to an executive assistant position to handle the energy conservation program that was filled by Holmes.
The mayor said Holmes has been a champion for the environment in his 12 years on the Council.
Holmes could not run for re-election in November because of term limits.
Harris noted Holmes' national award last August as 2002 Rebuild American Energy Champion by the U.S. Department of Energy.
"His work on incorporating energy efficiency standards into the building code is expected to save the people of Oahu millions over the next 20 years," Harris said.
All but one of the appointments are effective immediately. Silva will begin his job in mid-January.
