"When someone is done with it, they can pass it on," she said.
"In my own mail I am getting Time, Fortune, BusinessWeek. If someone wants all that, they can go to Safeway and Longs and buy those magazines," she said.
On a larger level, she said the different state departments have "a lot of marketing and consulting contracts." Lingle questioned why the state needed to market itself.
"We are reviewing them one at a time. ... As I anticipated, there are a lot of areas to cut out waste and inefficiency, and our new directors coming in have no vested interest in the system as it exists today," she said.
The governor added that if the state cannot find a reason for the contracts, they will be cut.
In another area, she said she is also considering cutting projects that have not yet started and are not needed.
"We will be identifying for legislators projects which we don't feel at this time should be going forward," Lingle said.
"We are reviewing a variety of programs that are just entering the design and planning stage that we don't believe are appropriate. ... We should be focused on construction projects that are ready to move forward, actually getting construction done," Lingle said.
"We want to talk to the departments and the legislator who sponsored the program (about) why we don't feel we should go forward. It is simply a matter of dollars," she said.
