The vehicle has external cameras, a 25-foot-tall light tower and a communications system that can link police with firefighters, emergency medical services, Civil Defense and the military.
It has a 20,000-kilowatt generator and can even serve as HPD's communications center in case the department's current system goes down.
"It's a full mobile police department," said Assistant Police Chief Boisse Correa.
It can downlink data from satellites and receive infrared and regular images from cameras aboard the department's helicopter.
The 40-foot-long vehicle weighs 20 tons.
However, HPD officials said it is small enough to be airlifted by several different kinds of aircraft in case it is needed on the neighbor islands.
The vehicle was manufactured in Appleton, Wis., and cost the city $900,000.
