Under the County Charter, the administrative assistant replaces the mayor if the officeholder dies, becomes incapacitated or is traveling outside the county.
Heu, 46, currently heads all of Verizon's Kauai operations. He has been with the telephone company for 21 years and a resident of Kauai since 1980.
An Oahu native, Heu is a graduate of Kamehameha Schools and the University of Colorado. He currently is a member of the Kauai Planning Commission.
In a prepared statement, Baptiste said Tuesday that his emphasis will be on community relations, while Heu's focus will be on managing county government. The role of the administrative assistant has varied considerably under different mayors.
Heu will begin his duties when Baptiste is inaugurated on Dec. 2.
