Election 2002

[ STATE HOUSE ]

22

Moiliili-McCully

Christopher T. Kelly

Republican

Age: 53 Job: Physician Past: Member, Ala Moana/ Kakaako Neighborhood Board.

What qualifies you to be a state representative?

I feel that I am qualified to be a state representative because as a neighborhood board member, I am informed as to the problems of my community and have to deal with many of them personally. In addition, I am better attuned to the "pulse of the community."

How would you improve Hawaii's public schools, and how would you pay for it?

I would improve the public schools by increased accountability and creating local school boards to replace the current overburdensome statewide school board. I do not feel that an increase in the public school budget would be necessary to fund such a system.

What, if anything, should be done to improve Hawaii's business climate?

To improve Hawaii's business climate, I think we have to first improve our schools so that we will be more attractive to outside business interests. Secondly, we must reduce government regulations, which create a negative business environment and cause government meddling in business decisions.

Scott K. Saiki

Democrat

Age: 38 Job: Attorney Past: State representative; board of directors, Moiliili Community Center

What qualifies you to be a state representative?

I am an advocate for our community and have the record to solve problems. I have blocked unfair tax increases and co-chaired the Felix Investigative Committee. I have obtained funding for our senior citizen programs and area schools, and have improved security and traffic conditions in our neighborhood.

How would you improve Hawaii's public schools, and how would you pay for it?

We must modernize the public education system. Redefine the role of the Board of Education. Give flexibility to the superintendent, principals and teachers to manage resources and students. Re-create the DOE budgeting system. Provide the basics: books, supplies and repairs.

What, if anything, should be done to improve Hawaii's business climate?

We need to recognize areas where government should be and should not be involved. Minimize barriers to small-business development. Better manage the state budget. Develop a skilled work force through the educational system. Maintain the environment.
