2 lead in Council
District 1 fund raising

The union official and Council staff
aide are involved in a 7-way race

A union official and a City Council staff aide are outpacing other candidates in contributions and expenditures in the seven-way Waianae Coast-to-Ewa Council race with a week to go before next Saturday's primary election.

That's according to reports filed with the state Campaign Spending Commission this week. The reports show funds raised and spent through Sept. 6.

John Kaopua, an official with the Ironworkers Stabilization Fund, has raised $23,546 to date, spent $6,623 and is reporting a cash balance of $16,923. Fellow 1st District candidate Pam Witty-Oakland, a budget analyst for Councilman John DeSoto, reported receipts of $22,847, disbursements of $21,203 and a surplus of $1,644.

Also in the race, traditional-marriage advocate Mike Gabbard has raised $14,707, spent $11,445 and has a surplus of $2,235. The four other candidates reported less than $10,000 in receipts or expenditures, or did not file reports. Under campaign-spending rules, receipts minus expenditures do not always equal surplus or deficit amounts because of the way personal loans and unpaid bills are counted.

Candidates in other Council districts are raising large amounts of campaign funds:

>> 4th District (Hawaii Kai to Ala Moana) seat: State Rep. Charles Djou has raised $65,903, spent $17,263 and reported a surplus of $58,794.

Attorney Mike Abe, who reported $74,807 in receipts including more than $70,000 from himself and his wife, reported $26,307 in expenditures and $45,000 in available cash.

Former city Managing Director Bob Fishman has raised $36,509, spent $29,500 and has $7,008 in cash, although he also reported $10,336 in unpaid expenses. Former catering director Cameron Heen reported $47,336 in receipts, $22,334 in expenses and a cash balance of $25,002 after a $25,000 loan from his father, former Judge and ex-Councilman Walter Heen.

>> 3rd District (Heeia to Waimanalo): Former state Sen. Stan Koki reported receipts of $48,295, including $20,675 from previous campaigns, expenditures of $32,946 and a surplus of $13,753.

Former television journalist Barbara Marshall reported $15,743 in receipts, $14,967 in disbursements and available cash of $776, which includes a $4,000 loan from herself. Radio executive Jeff Coelho reported $21,218 in receipts -- including $3,921 from himself and $1,500 in in-kind services from TV personality Tiny Tadani -- $17,715 in disbursements and a surplus of $1,397. City planner Don Bremner reported $11,840 in receipts, $8,145 in disbursements and a surplus of $2,875.

>> 2nd District (Mililani Mauka to Ahuimanu): Attorney and city projects chief Ernie Martin has raised $48,194, spent $18,561 and has a surplus of $27,506. Marketing executive Donovan Dela Cruz reported $36,918 in receipts, $29,848 in expenditures and a cash balance of $7,070. Former legislator Gerry Hagino collected $17,984, spent $9,398 and reported a cash balance of $8,586, which includes $7,000 in loans from himself and his wife.

>> District 6 (Makiki to Kalihi Valley): Large amounts are being reported, but they might not reflect the actual amount of money being raised or spent for this election because some candidates have money from running for other offices within the last two years.

State Sen. Rod Tam reported $168,693 in available receipts, $132,733 in disbursements and a surplus of $35,959. Makiki Neighborhood Board Chairman John Steelquist, who ran in February's special election to fill the seat vacated by Andy Mirikitani, reported $71,964 in receipts, $69,905 in disbursements and a cash balance of $2,059, which includes $57,929 in loans from himself and unpaid expenditures.

City management analyst Isaac Hokama reported $41,044 in receipts, including $8,000 in loans from himself and others, $25,153 in expenditures and a surplus of $7,891. Former state Sen. Dennis Nakasato reported $27,448 in receipts, $14,987 in disbursements and $12,461 in cash, including $6,126 in loans from himself.

>> 9th District (Kunia to Mililani): Rep. Nestor Garcia reported receipts of $30,610, expenditures of $26,442 and a cash balance of $4,169. Nonprofit group executive and union lobbyist Cliff Laboy reported receipts of $37,458, including $30,040 in loans from himself, disbursements of $7,104 and a cash balance of $30,354.
