Larry Dwight Balga, 54, of Hilo, who served in the U.S. Air Force, died Thursday in Tripler Army Medical Center. He also served in the Honolulu Police Department and retired from the Hawaii County Police Department. He was born in Hono-lulu. Cresencio Soriano Clemente, 75, of Honolulu, a retired lieutenant for the Philippine Constabulary, died Feb. 20. He was also a retired employee for Ala Moana Center. He was born in the Philippines.
