Thursday seminar covers selling to U.S. government

The officer who pays the bills for all Defense Department purchases in the Pacific will be the keynote speaker at a seminar Thursday to help the private sector learn how to sell goods and services to the federal government.

Navy Capt. Gigette P. Caldwell, commanding officer of the Defense Finance and Accounting Service Pacific, will speak at the luncheon that concludes the 8:30 a.m.-1:30 p.m. seminar. She will talk about the military as a financial partner with business.

Before that, experts will talk about the federal contracting office, how to respond to requests for bids, how private-sector vendors are selected, how contracts are administered, resolution of complaints and other related topics.

Open to the public, the seminar, in the Pacific Ballroom of the Renaissance Ilikai Hotel, is organized by the local chapter of the National Contract Management Association. Average price of gasoline rises sharply nationwide

CAMARILLO, Calif. >> Gasoline prices saw their biggest increase in nearly a year during the last two weeks.

Friday's average price per gallon for all grades and taxes was nearly $1.24, up 8.77 cents per gallon from Feb. 22, according to the Lundberg survey of 8,000 gas stations nationwide.

Prices had been hovering around $1.14 a gallon since the beginning of the year until the latest spike, which analyst Tril- by Lundberg attributed mostly to rising crude oil prices. The average price for regular unleaded was $1.20 per gallon.

Macy's parent, May Stores talking merger, report says

CINCINNATI >> Wall Street investors reacted cautiously today to reports that two of the nation's biggest department-store retailers, Federated Department Stores Inc. and May Department Stores Co., are discussing a possible merger.

Shares of Cincinnati-based Federated, whose stores include Macy's and Bloomingdale's, rose 23 cents to $43.70. St-Louis-based May Stores' shares fell 16 cents a share to $36.48. Its stores include Lord & Taylor, Foley's, Filene's, Strawbridge's and Hecht's.

The Wall Street Journal reported today that the two retailers are involved in prelimi- ary merger talks. Similar, prior talks between May and Federated have gone nowhere.

The chains had nearly $30 billion in sales last year -- Federated had sales of $15.6 billion while May sales were $14.2 billion. Federated spokeswoman Carol Sanger said her company does not discuss details of possible acquisitions. Calls to May were not returned.

DETROIT >> In a move analysts had anticipated, Kmart Corp. announced that CEO Chuck Conaway has resigned amid sweeping management changes aimed at helping the discounter reverse its fortunes. Chairman James Adamson, a turnaround expert and longtime Kmart board member, will replace Conaway immediately.
