Federal Judge Susan Oki Mollway noted Millare had been involved in two similar instances, one with a 15-year-old California girl he visited and another with two sisters, 12 and 14, with whom he had sexual contact when they visited Hawaii last June. Millare faced a maximum of 15 years in prison.
She imposed 12 restrictions on Millare, including a prohibition from using any computer with Internet access and from having contact with anyone under the age of 18 unless in the presence of an adult.
The former Kaneohe Public Library employee is also prohibited from purchasing or going anywhere with sexually explicit or stimulating material including movie theaters, bookstores and video stores without first informing a probation officer for three years after his release from prison.
Millare pleaded guilty in October to the felony charge. In exchange for his plea, he was not charged with receiving or possession of pornography, which FBI agents discovered on his home computer.
Defense attorney Michael Weight said Millare was basically a good person who made a judgment error, and said his problem stemmed from being socially immature and feeling more comfortable with younger girls. He assured the court that he would be a model citizen when he is released.
Millare apologized and said: "My heart goes out to the family. I pray in the future I can make it up to them."
Calling himself "Silver Knight," Millare began communicating with the girl in August 2000 by e-mail and chat room messages that developed into explicit sexual discussions, according to an FBI affidavit.
Millare knew the girl was 14, and they discussed having sex when they met. He tricked the girl's parents into thinking she would be staying with a female friend and her parents in Hawaii.
He sent her a round-trip ticket to Honolulu from Medford, Ore., met her in Los Angeles, and they arrived in Honolulu on June 19, Millare said.
The girl's father called Honolulu police when his daughter failed to call home upon her arrival, and gave them the address where he thought she would be staying.
Police arrested Millare a half-hour after they arrived at his Kopke Street apartment in Kalihi. The girl was taken back to Oregon.
