Deaths elsewhere

John E. Bebout, who helped draft the constitutions for Hawaii and Alaska, died Feb. 1 in Massachusetts. He was 98. Bebout was involved in the rewriting of the New Jersey Constitution, which critics had called antiquated. The new constitution, adopted in 1947, expanded the executive branch's role. He also assisted with changes in the constitutions for Missouri and Rhode Island.
