Kauai Council chief
states bid for mayor

Other councilmen are expected
to announce their bids this month

LIHUE >> Kauai County Council Chairman Ron Kouchi yesterday became the first of what is expected to be a parade of Council members announcing their candidacy for Kauai mayor.

Mayor Maryanne Kusaka, first elected in 1994, is unable to seek re-election because of a two-term limit.

Kouchi, 43, has served 10 two-year terms on the Kauai County Council.

In his announcement, Kouchi said he would work toward diversifying the economy, creating jobs, fighting crime and protecting the environment.

Kouchi receives considerable respect, even from his critics, for his understanding of government. He vowed to find the best people available to head county agencies.

Councilman Bryan Baptiste, the top vote-getter in the past two council elections and the only Republican showing interest in the mayor's job, is expected to announce later this month. Longtime Councilman Randal Valenciano and freshman Gary Hooser are expected to run. Kaipo Asing, who ran four years ago and who shares with Kouchi the title of Council dean, also may seek the office.

The large number of candidates almost assures there will be no winner in next year's September primary election -- a 50 percent plus one vote majority is required -- and the top two will square off in the November general election.
