with the military, it's moved off-base

Seeking to beat the increased traffic at its Hawaii installations,
the military yesterday moved its contract bidding process to
the offices of Trade Publishing Ltd. in Kalihi. Beefed-up
security has made it necessary to hold the bidding in a place
where companies have less trouble getting in, said Douglas
MaKitten, public affairs officer for the Honolulu Engineer
District of the U.S. Army Corps of Engineers. The
military is unsure how long it will hold the bids off-site,
MaKitten noted. Kurtis Kikkawa, second from right,
