madamski@starbulletin.comThe state attorney general's office yesterday charged retired Lt. Felito Laboy Jr., 57, who headed the former police airport detail, with second-degree theft in a complaint filed in Circuit Court.
Laboy is to appear before Circuit Judge Richard K. Perkins at 8:30 a.m. Thursday for arraignment and plea.
Deputy attorney general Christopher D.W. Young said other people may face charges in the continuing investigation by his office and the State Department of Transportation Airport Division.
Laboy was charged with fraudulently collecting pay between Feb. 16 and July 28, 1999.
The joint investigation began in July 1999 after allegations that he had not worked during hours for which he was paid, according to a news release.
Later that year, the state Department of Transportation canceled a contract with the Honolulu Police Department, which had provided patrol and enforcement at Honolulu Airport for more than 20 years.
The cancellation in November 1999 came six months before the contract was to expire.
At the time, Transportation Department officials expressed concern about the high amount of overtime logged by police and said they would save more than $500,000 a year by having deputy sheriffs with the state Department of Public Safety assume the assignment.
The police airport detail included a lieutenant, five sergeants and 21 officers in 1999, according to news accounts.
Neither Laboy nor a Honolulu Police Department spokesman could be reached for comment.
