New UH-Hilo dean plans an emphasis on English

HILO >> Former Honolulu Community College official Margaret Haig has been named dean of the College of Continuing Education and Community Service at the University of Hawaii at Hilo, UHH announced.

The college is the portion of UHH that offers summer sessions, noncredit classes and certain credit classes.

Haig's first priority is to develop a new English-as-a-second-language program called the English Language Institute, the university said.

For the past three years, Haig served as dean of student services at Honolulu Community College. She holds master's degrees in social science, public health and business administration, and a doctorate in education.

Kauai's Kuhio Highway set for construction work

KILAUEA, Kauai >> Improvements to the intersection of Kuhio Highway and Kalihiwai Road on the Anini side of the highway is scheduled to begin in August.

The Department of Transportation awarded Goodfellow Brothers a $1.6 million contract to upgrade the guardrails, extend an existing culvert and install a new left-turn lane, new pavement markers, striping and signing.

Aquatics division seeks data on Hanalei fishing

The Aquatics Division of the Department of Land and Natural Resources hopes to gather more information from the Hanalei community on fishing in Hanalei Bay.

It will hold a meeting Thursday, 5 to 7 p.m., at Hanalei School. The meeting continues a dialogue with fishermen that started in April where akule fishing was discussed.

The division will also start the process to discuss possible fishing regulations in the bay.

UH's grant to aid research network

The University of Hawaii at Manoa has received a $2,499,000 federal grant to continue work on a globalization research network from the Directed Grant Program of the Comprehensive Program of the Fund for the Improvement of Postsecondary Education.

Research centers were also created at the University of South Florida, UCLA and George Washington University.

December test to gauge Japanese language skills

The Japan Foundation and the Association of International Education, Japan, will hold the 18th Annual Japanese Language Proficiency Test Dec. 2 in Honolulu and other U.S. cities.

The internationally accredited examination measures Japanese language skills on four levels, level one being the most difficult. Each level test has portions on character vocabulary, listening and reading/grammar.

Test results for levels one and two are often used to evaluate foreign students' abilities to enter Japanese universities and technical schools.

In Honolulu the test will be administered at the University of Hawaii at Manoa. Applications will be accepted Aug. 1 to Sept. 20.

The exam will also be given in Japan, New York, Chicago and Los Angeles.

1 teen caught, 3 sought in assault, robbery of boy

Police are looking for three juvenile males who robbed another juvenile male Saturday night. Police said the victim was walking along a vacant parking lot near 2516 N. School St. at about 11 p.m. when he was confronted by four males. Police said the suspects assaulted the victim and took some of his belongings before fleeing. The victim went home, called his friends and returned to the scene to look for the suspects. Police arrested a 15-year-old boy for robbery after the victim identified him. The other three suspects were described as males 15 to 17 years old, 5-feet-5 to 5-feet-10, 145 to 155 pounds.

Man critically injured crossing road in Palolo

A male pedestrian was in critical condition at Queen's Medical Center yesterday after being hit by a compact vehicle at about 5 p.m. at Maluhia Street and 10th Avenue in Palolo Valley. Police were still investigating the accident last night. According to police, there were no marked crosswalks or stop signs in the area, and the man was crossing near the corner in daylight. Speed and alcohol were not factors in the collision, police said.

Third suspect arrested in Makakilo invasion case

A 21-year-old man was arrested at his Waianae home Saturday in connection with a home invasion in Makakilo.

On May 22 three suspects broke into a home on Palehua Road. The suspects bound the homeowner with duct tape and assaulted him. The suspects took a small amount of money along with seven guitars.

On June 9 a 20-year-old suspect was arrested for theft and possession of stolen property when he allegedly pawned the guitars. A 32-year old man was arrested last Thursday at his Waianae home. The third suspect faces charges of robbery, kidnapping and burglary.

Man arrested for theft after traffic stop

Police arrested a 36-year-old Makaha man last night for theft after they stopped him for speeding and found packages of stolen meat in the back of the man's pickup truck. The meat had been stolen from a supermarket 20 minutes earlier. Police said witnesses identified the man in a field lineup as the suspect seen running out of the Safeway in Kapolei about 7 p.m. last night with unpaid items. The man was stopped for speeding on Farrington Highway.

Man in'Scream' mask robs market in Waialua

Police are looking for a man who robbed the Paalaa Kai Market at 66-945 Kaukonahua Rd. in Waialua last night at gunpoint. Police said the robber walked into the store at 5:35 a.m. yesterday, pointed a handgun at the cashier behind the counter, cocked the trigger and demanded money. After the cashier placed the cash tray on the counter he ordered her to the floor, took the money and fled. The suspect is about 5-feet-8 with a medium build. He was wearing a dark, hooded jacket and a mask from the movie "Scream."

Search to resume for missing diver

WAIPIO VALLEY, Hawaii >> A search was to resume off Waipio Valley this morning for a diver who was reported missing by a fellow diver Saturday afternoon.

The man's diving partner told fire officials the victim became entangled in his own speargun line in about 30 feet of water.

The fellow diver tried unsuccessfully to free the man and went for help at about 1:30 p.m. fire officials said. Fire rescue divers and a helicopter searched the area for the missing man Saturday afternoon and all day yesterday.

Ammonia leak closes waterfront park in Hilo

HILO >> Firefighters and police closed Liliuokalani Gardens after a minor ammonia leak was discovered within the former Hilo icehouse Saturday night.

Firefighters responded to the alarm at about 8:08 p.m. and secured the area until PENCO, an independent cleanup company, arrived.
