Neighborhood boards
elect brand new faces

Oahu's neighborhood board system will be getting a major infusion of new members.

Of 417 people elected to seats in results just tabulated, 106 are new members, according to Neighborhood Commission Executive Director Benjamin Kama.

"I think it's great that we get fresh guys in there," Kama said, adding that new members bring different ideas, issues and perspectives to the panels.

Those elected will be sworn in at ceremonies June 1.

There were 147 contested races in all, which resulted in the loss of 35 members who were seeking re-election.

The number of candidates jumped this year to 593 from 530 in the last election, held in 1999.

There was one tie in the Waikiki Neighborhood Board elections, with incumbent Robert Last and Michael Peters both collecting 216 votes to finish tied for the fifth and last seat in the board's third subdistrict. Kama said the two men will be invited to the commission office next week to draw straws to determine a winner.

While the contests were heated in some areas, there were 37 races that fielded no candidates. The commission will talk to members on each of the boards with vacancies to solicit candidates. Those boards will then hold internal elections to fill those seats.

Kama said much of the problem is logistic. Each of the boards determines whether its members are selected at-large from throughout a district, come from subdistricts or a combination of both.

Problems finding enough candidates arise in boards like Kaneohe where there are 14 subdistricts and three at-large seats, Kama said.

"The boards with the larger number of subdistricts tend to have problems (fielding candidates) in pocket areas," he said. "We've made recommendations to those boards that they should consider consolidating some of the subdistricts."

Voter turnout was 31 percent, up from the 27 percent that mailed back ballots in 1999. But the larger percentage turnout was due primarily to the fact that roughly 70,000 fewer ballots were mailed this year.

That was because the commission chose not to mail ballots to registered voters in board districts without contested races, Kama said.
