QUEST health plan’s
enrollment cap lifted

The enrollment cap has been lifted for the state's QUEST health care program for low-income residents.

The Med-QUEST Division of the Department of Human Services said lifting of the cap, effective Jan. 2, is the first since the program began in 1994.

It will be reinstated when total enrollment reaches 125,000.

Residents who applied for QUEST coverage and were denied because of the enrollment cap on or after Jan. 2, and who meet requirements, are asked to contact the Med-QUEST Division Eligibility Office by March 15 to have their application reconsidered.

Applicants must be U.S. citizens or qualified aliens and Hawaii residents. They must provide a Social Security number and have assets of less than $2,000 for one, $3,000 for two and $250 for each additional household member.

Monthly income cannot exceed the federal poverty level. For example, that would amount to $800 for one person, $1,078 for a two-person household, $1,635 for four people, $2,191 for six and on to $4,696 for a family of 15.

These groups are not subject to an enrollment cap and may continue to participate at any time if they are eligible: children under 19, including foster children; pregnant women; those who receive Temporary Assistance for Needy Families or General Assistance; and those who lose employer-sponsored health insurance within 45 days.

Contact the nearest Med-QUEST Division Eligibility Section or unit to request an application or have one reconsidered.
