want brakes put on
bikeway link

The city's deputy managing director
wants to 'get more input in'
on alternative ideas

Paddlers and residents want the city to backpedal on a proposal for a bikeway link on the makai side of the Ala Wai Clubhouse.

That was the message from a Friday night special meeting of the McCully/Moiliili Neighborhood Board, where most of the some 35 people attending opposed the proposal.

The preliminary plan would keep the bikeway as far as possible from canoe paddlers and the canoe storage area and still not adversely affect operations at the clubhouse at McCully Street and Kapiolani Boulevard.

Opponents included a number of Ala Wai paddlers who keep canoes near McCully Street. They favor routing the bikeway mauka of the clubhouse so not to conflict with canoe operations and paddlers who would need to cross a makai bikeway to get to nearby showers.

The neighborhood board lacked a quorum and took no official position.

But a suggestion to form a task force won informal support.

Malcolm Tom, city deputy managing director, said the city would work to bring together all interested parties to seek a solution.

"Everybody should be involved," he said.

David Chun, a neighborhood board member, accepted the role of point person for the task force.

"We do want to work with the paddlers as well as some of the bikers to come to a mutually agreeable position," said John Kato, neighborhood board chairman.

A Makiki/McCully-Moiliili/Manoa Vision Team goal is to help develop an islandwide bicycle route and bikeway system and promote pedestrian-friendly planning and infrastructure designs.

But that vision team has not looked into details of how to link Date Street to McCully on a bike route near the Ala Wai Clubhouse, a missing link at this time.

The Honolulu Bike Zone Master Plan of December 1998 is part of the "Lei of Parks" concept, Tom said. "Date to McCully is one section of the bike path that is not done."

The route turns left onto Date off Kapahulu Avenue, goes past Iolani School to near the clubhouse and stops, Tom said. "The other side picks up at McCully."

A condition of building the missing link is that it not interfere with canoe operations at Ala Wai Clubhouse, Tom said. He spoke of a need to step back and revisit the plan and see what other alternatives there are.

"Let's get more input in and walk the area," he said.

The whole idea might be scrapped, Tom said. "Maybe we just can't do it."

Later, he again stressed a need to rethink the whole thing. "The direction of the community is not to interfere with the canoe halau, canoe organizations, and that was the commitment of Mayor (Jeremy) Harris and the City Council," Tom said.
