Cayetano, Hirono travel

Who's serving as Hawaii's governor?

It's not Gov. Ben Cayetano. He's out of the state.

It's not Lt. Gov. Mazie Hirono. She's also out of state.

Since Wednesday night, Hawaii's acting governor has been Attorney General Earl Anzai.

He'll retain that position until next Friday when both Cayetano and Hirono are scheduled to return to the islands following the Democratic Party Convention in Los Angeles.

Hirono had been serving as acting governor since July 31 when Cayetano left on a three-week vacation to Europe and New York, but she left for Los Angeles on Wednesday.

So what does an acting governor do?

"I sign a few things, but nothing earthshaking," he said.

Second route added to sex offender Web site

Due to the "overwhelming" response to the state's new Web site on convicted sex offenders in Hawaii, the attorney general's office has made it accessible via a second route.

Links to the site have been posted on both www.state.hi.us and www.ehawaiigov.org.

Attorney General Earl Anzai said, "We understand the public's interest, which is why the Hawaii Criminal Justice Data Center staff and the Hawaii Information Consortium worked so hard on this site."

After the new site was unveiled yesterday, the state's main Web site had more than 15,000 hits, according to the attorney general's office.

Freeway closures continue next week

Eastbound, westbound, all around the town, motorists may count on finding H-1 freeway ramps and lanes closed again next week.

The state Department of Transportation's weekly bulletin also extends a warning about H-3 travel.

Nighttime resurfacing work will continue on the H-1 in Honolulu from 9 p.m. to 5 a.m. Closings at the following locations may also include an adjacent ramp of the freeway and University Avenue.

Bullet Tomorrow -- University Avenue eastbound off-ramp.
Bullet Monday -- University Avenue eastbound on-ramp.
Bullet Tuesday -- University Avenue westbound on-ramp.
Bullet Wednesday -- Piikoi Street on-ramp and adjacent lane.
Bullet Thursday -- University Avenue westbound off-ramp.

On H-3 freeway, one Kaneohe-bound lane will be closed after the Red Hill on-ramp from 7 to 10 p.m. Monday for lighting tests.

One H-3 Halawa-bound lane will be closed after Hospital Rock from 8:30 a.m. to 3:30 p.m. for installation of a utility pole.

Greens sue to remove candidate for mayor

HILO -- The state Green Party is not following its own rules and is violating a Big Island candidate's constitutional rights by trying to prevent him from running for Big Island mayor, Hawaii County lawyers say in court documents.

The party filed suit in Kona Circuit Court to block the candidacy of Darryl "Buck" Wheat as a Green, saying Wheat is not a party member and never agreed to the party platform. Wheat says he sent the party a membership application, but the party says it never got it. The case will be heard Monday.

County attorneys say the party didn't properly investigate Wheat's membership claim. They also cite a Virgin Islands case which says demanding obedience to party principles violates free speech.

A Green Party statement said that since 1994 the party has successfully challenged four other candidates who didn't meet party bylaws.

Coast Guard searchers rescue Kauai man

Coast Guard searchers rescued a Kauai man from his overturned boat last night about 20 miles south of Niihau.

Amos Tamura, 36, was suffering from hypothermia and was taken to Wilcox Hospital last night. He was taken by Coast Guard HH-65 helicopter to Barking Sands after being found in a search that began early yesterday morning.

Tamura's father reported the 22-foot pleasure craft Kidaly missing Thursday night when his son failed to return to Nawiliwili harbor. Tamura had set out to fish off Port Allen, Kauai.

The area south of Port Allen and southwest of Niihau was searched yesterday by the crews of a search-and-rescue helicopter and a long-range surveillance airplane. Tamura was spotted sitting on top of the overturned boat at 5:30 p.m. It is unknown why the boat capsized, the Coast Guard said.

Gunman holds up Nanakuli KFC

Police are searching for a man who held up the Nanakuli KFC last night, but left empty-handed.

A man wearing a green ski mask entered the restaurant at 87-1978 Farrington Highway and aimed a silver-colored handgun at the cashier at 8:35 p.m., police said. When the cashier ran away, the suspect ran out of the store.

The man is described as in his 30s, 6 feet and 180 to 200 pounds. He was wearing a jacket, yellow shirt and shorts.

Hawaii State Hospital escapee recaptured

A 26-year-old woman who escaped July 24 from the Hawaii State Hospital was apprehended yesterday at Child Protective Services.

The woman is under court order to stay at the hospital.
