State junks a passel of rules, regulations

Lt. Gov. Mazie Hirono's yearlong effort to cut out unneeded state rules and regulations is starting to take hold as 61 chapters of state rules and regulations were dropped yesterday.

The action came as Hirono, acting governor while Gov. Ben Cayetano is attending a conference in California, signed three bills into law.

One measure speeds up the repeal process, allowing state departments to move quickly to remove outdated or void rules and regulations.

Another allows state boards and commissions to use video-conferencing to conduct hearings on the neighbor islands for rule-making procedures.

And the third law gives electronic signatures the same legal status as written signatures.

Hirono said as the effort continues, the business community can help by suggesting areas of troublesome and unneeded laws.

Arbitration ordered in film finance dispute

WAILUKU -- Maui Circuit Judge Joseph Cardoza has ordered a woman to enter into arbitration in a film dispute involving Ovid Pictures LLC and former TV news anchor Lee Cataluna.

Cardoza yesterday appointed former Maui Circuit Judge E. John McConnell to arbitrate the dispute. No date has been set for the arbitration.

Ovid Pictures alleges that Shirley Bennett of Wailea promised to pay $1.4 million to financially back the production of Cataluna's film "Ho'olawe: Give and Take."

It charged that Bennett failed to adhere to a payment schedule and paid only $284,900.

Ovid alleges it had completed 17 of 23 days of shooting the film when it was forced to stop production.

Bennett, who failed to appear in court, was unavailable for comment.

Line break cuts water to Moanalua homes

More than 300 homes in Moanalua Valley were without water following a break early this morning break in a main, 12-inch water line.

The break, which occurred at 4:40 a.m. at 1440 Ala Aolani St., affected the entire valley, the Board of Water Supply said.

Service was expected to be restored late this afternoon.

Traffic coming out of the valley on Ala Aolani Street was affected.

The utility company dispatched a roving water wagon to the valley to assist residents.

Hilo hospice officials urge estate giving

HILO -- Many people give to charities throughout their lives, yet never think of including charities in their wills, trusts, and estate plans, says Ron Hart of Hospice of Hilo.

Officials from the hospice and 25 other nonprofit organizations met at the hospice earlier this week to try to change that.

Hart said they hope to educate the public about "legacy" giving.

"You do not need to be wealthy to make a charitable legacy gift," Hart said. "If everyone left even a small gift in his or her will or trust, the total result would be enormous."

The need is increasing, since government support for nonprofit agencies is declining at all levels, Hart said.

Public can get a look at Chilean Navy frigate

A Chilean Navy ship, the CNS Condell, is open to the public for tours at Pearl Harbor Bravo Pier 26.

Several U.S. Navy ships will also be open to the public this weekend.

Tours of the Chilean ship will be available daily from 2 to 5 p.m. through July 4. Visitors can enter through the Nimitz Gate and go to "Visit Boat" area.

The Condell is one of more than 50 ships and submarines that have been taking part in the RIMPAC 2000 exercises. RIMPAC involves armed forces from the U.S., Canada, Australia, Japan, United Kingdom, Republic of Korea and Chile.

The CNS Condell is a 372-foot Leander-class frigate that can reach speeds of 29 knots. The ship's weapons system include sophisticated missiles, anti-surface, anti-aircraft guns and torpedoes.

Visitors to any of the ships at Pearl Harbor should wear comfortable clothing for climbing ladders and walking over grid plates. For safety reasons, no children under the age of 8 will be allowed aboard.

Woman, 35, arrested in meat cleaver attack

A 35-year-old woman was in custody this morning for allegedly threatening to kill her boyfriend with a meat cleaver.

The woman scratched her boyfriend's face with her fingernails before grabbing the meat cleaver at an Amana Street apartment at 1:01 a.m., police said. She threatened to kill him and swung the cleaver at him, but missed.

The man, 45, left the apartment and called police. The woman was arrested for attempted murder.

Arson at Kapolei home under investigation

Police are investigating a fire that was intentionally set at a Kapolei home last night.

Someone poured a flammable liquid and started a fire on the front lawn area of a home on Oaniani Street at about 10:30 p.m., police said.

The resident, a 53-year-old man, put out most of the blaze with a garden hose.

Damage is estimated at $200.

Police search for suspect in stabbing

Police were searching for a man who allegedly stabbed a 44-year-old man in a domestic dispute in Ewa Beach this morning.

Police said the 33-year-old suspect got into an argument with his 32-year-old former girlfriend and her new boyfriend at the woman's home on Pohakupuna Road.

The stabbing was reported at 6:20 a.m. The suspect fled on a bicycle, which was recovered nearby. Police said the woman broke up with her former boyfriend a year ago and had a restraining order against the suspect.

The victim was taken to St. Francis West Hospital with multiple stab wounds in the back, arm and face. He was then flown by helicopter to Queen's Hospital where he was reported in critical condition.

Chevron station at 45-462 Kaneohe Bay Drive on Tuesday. The
man brandished a large hunting knife and fled on foot toward
Windward Mall. He is described as in his 20s with a medium
build, black hair, tanned complexion and mustache. He wore
a blue cap, blue-white aloha shirt and blue-jean shorts.



Kitchen fire does $3,000 damage to Waiehu house

WAILUKU - A stove fire did $3,000 in damage to the contents and structure of a house at 792 Makaala Place in Waiehu yesterday.

Assistant Fire Chief Donald Moniz said the kitchen fire was extinguished within 10 minutes after the alarm 1:36 p.m. yesterday by the occupants and police. No one was injured.

Coast Guard lowers pump to ailing longline vessel

A Coast Guard C-130 from Barbers Point dropped a gas-powered pump to an 84-foot longline fishing vessel that was taking on water 375 miles southwest of Oahu.

The "Miss Jane" with her crew of six is heading to Oahu at 8 knots.

Two struck by car during family argument

Police arrested a 24-year-old woman after she allegedly drove into two of her family members in Nanakuli yesterday, critically injuring her brother.

The 4:50 p.m. incident at a Mano Avenue home stemmed from an argument between the woman's brother, 21, and his girlfriend, police said.

The suspect got the girlfriend into a 1995 Chevy Tahoe and attempted to get away from her brother.

As she drove away, the woman's brother, who was being restrained by her father, apparently jumped into the path of the vehicle.

Both men were taken to Queen's Hospital, where the suspect's brother was listed in critical condition. Her father was treated and released.

The woman was arrested three hours later when she returned. She was released pending further investigation.
