School Street would have more
time to turn left.

The Nuuanu/Punchbowl Neighborhood Board is interested in installation of a delayed green traffic light at Queen Emma and School streets.

The idea is to allow people going in the Diamond Head direction on School Street to have more time to make a left turn.

Queen Emma becomes Lusitana Street on the mauka side of the intersection, and what's involved is a hard left on Lusitana which angles to the left from School Street.

Joe Magaldi, who is a board member, deputy city transportation services director and mayor's representative to the board, told the board Tuesday night he would take the request to his department and report back.

Although many Diamond Head-bound motorists turn right at that intersection, some turn left, and those drivers would like a delayed green light to allow them more time to make the left onto Lusitana, Magaldi said later.

"Right now what happens, particularly in the morning, a few go left and some go right," he added. "It jams everything up in that small intersection."

The city will study whether a delayed green light is the best solution, rather than a green arrow, Magaldi said.

"The quickest is a delayed green. ... It may not be necessary for an arrow," he said. "Ewa-bound would be held up by red, while Diamond Head-bound would have more green to make a left turn."

"It is a very dangerous corner," said board member Audrey Hidano. "The cars coming down from Diamond Head to Ewa come down awfully fast. They come down in droves."

"I think a green arrow would be the safest." The sun is in the eyes of motorists at certain times, she added. "There's a lot of foot traffic getting to Royal School on that corner."

Some traffic light modification could do more than make vehicle traffic safer, she said. "It would be safer for the children."


'Difficult geology' brings
traffic respite in Kalaheo
Avenue sewer work

A snag has temporarily halted work on the city's Kalaheo Avenue sewer reconstruction project in the Aikahi vicinity.

The city crews on the project "encountered difficult geology of a lot of different sorts," said Chris Parsons, spokesman for the construction management engineer, Carter and Burgess, consultants to the city.

Once a large caisson (a watertight box needed for such work) goes in, it sinks.

The city, contractor Delta-Kinsel and the construction management engineer are trying to figure out an effective solution, Parsons said.

Work near the Kainui Drive-North Kalaheo intersection stopped a little more than a month ago, Parsons said.

Meanwhile, traffic restrictions have been waived.

"In terms of traffic flow on Kalaheo, it's normal now," Parsons said.

"Work on the Kailua Road end has been pretty much completed."

The overall $36 million project will ultimately replace and rebuild 26,000 feet of deteriorating sewer line from Aumoe Road near Kailua Beach Park to the Kailua Wastewater Treatment Plant in Aikahi.
