Russ Francis, seeking to unseat Rep. Patsy Mink in this year's race for the 2nd Congressional district, says he is trying to meet all state Campaign Spending Commission requirements stemming from his unsuccessful 1998 race against City Councilman Andy Mirikitani.

"They ask you to update and redo certain parts of reports," Francis said yesterday of the commission. "We're still working on it. We're trying to comply with everything that they've asked us to do."

Francis said a software error had contributed to misunderstanding about figures he reported to the commission.

But Robert Watada, commission executive director, still says Francis is not in compliance with all requirements.

"The report that we have from Russ Francis is the report that was turned in after the first primary election," in 1998, Watada said.

"He's turned in subsequent reports which were simply copies of that report and told us that he had no more contributions or expenditures to report," Watada said. "But we know he had a fund-raiser after that."
