The University of Hawaii Board of Regents approved tuition increases today for the budget-strapped medical and nursing schools as well as higher student housing rates.

At the medical school, resident tuition will jump 18.6 percent to $6,420 per semester this fall. Nonresident tuition will go up 5.1 percent, to $12,888. All tuition will then increase 3 percent for each of the next two years.

At the nursing school, resident tuition for graduate nurses will jump 54 percent this fall to $3,012. Increases for the following two years will be 4.4 percent and 4.2 percent, respectively.

For nonresidents the tuition will increase 21.5 percent to $5,976 this fall, then go up 2.2 percent each of the following two years.

For all undergraduate nursing and dental-hygiene students, a $500-per-semester fee will be added to tuition for each of the next three years.

Student housing will go up 4 percent for each of the next four years. Rates for double and single occupancy at the Gateway House for rooms with private baths will be cut 8.7 percent this fall, then rise 4 percent for each of the following three years.

All increases will start in fall 1999.

The appointment of Carl-Wilhelm Vogel, 48, as director of the Hawaii Cancer Research Center.

Vogel is currently chairman of the department of biochemistry and molecular biology at the University of Hamburg in Germany. His salary will be $200,000 annually.

The appointment of S. Ghon Rhee as the K.J. Luke distinguished professor of international banking and finance.

The awarding of a Regents' Medal of Distinction to Noel P. Kefford for his leadership and service to UH in promoting research, education and service in tropical agriculture and human resources. Kefford served as dean of the College of Tropical Agriculture and Human Resources for 15 years before retiring in 1995.
