Starr Seigle Communications, a leading Hawaii marketing firm with nearly $50 million in annual billings, said today it has formed a partnership with Young & Rubicam San Francisco, an agency with billings of $213 million.

Both agencies will continue to operate independently and keep their own offices and staff, said Jack Bates, Starr Seigle chairman. They will pool their expertise and connections to benefit both companies and their clients, the agencies said.

As a division of New York-based Young & Rubicam Inc., the San Francisco agency has worldwide offices and affiliations for its advertising, public relations, direct marketing and other promotion and consulting operations.

"Just as Starr Seigle Communications is known throughout the Pacific Basin for our advertising and integrated marketing services, Young & Rubicam's work is prominent worldwide," said Bates, who became chairman of the Hawaii agency at the start of the year after Jack Seigle retired.

Starr Seigle, with a staff of more than 80, numbers some of Hawaii's most prominent businesses among its clients, including Bank of Hawaii, Hilton Hotels Hawaii, Hawaiian Airlines Inc., Longs Drugs Inc., Liberty House, Ala Moana Center and the Office of Hawaiian Affairs.

It is also been highly successful as the advertising agency for leading Democratic political candidates, most recently handling the winning re-election campaign for Gov. Ben Cayetano.

The company was formed in 1983 with the merger of Starr McCombs Koch and Seigle Rolfs & Wood.

Its operations include Starr Seigle McCombs Advertising, ProComm Public Relations, QMark Research & Polling and StarrMark Direct Marketing and it has offices in Honolulu and Guam.

Young & Rubicam San Francisco is part of a global marketing business that had more than $14 billion in billings last year.

The San Francisco office opened in 1978 and has a staff of more than 220.
