Star-BulletinLess than 9 percent of Hawaiians voted to elect delegates to a native Hawaiian convention, but Ha Hawaii officials contend the low turnout does not change a thing.
In results released today, of the 101,951 Hawaiians registered to vote in the Jan. 17 election, only 8,867 cast their ballots.
Ha Hawaii Executive Director Kaipo Kincaid said despite the low turnout, this is the strongest sovereignty initiative taken in the state to date.
Election officer Gerard Pataray said any criticism about the low count doesn't invalidate the election. And low turnouts are a part of the state General Election as well, he said.
"The main concept was that voting was made available to all eligible voters," he said today.
Pataray said he has "high confidence" in the results, saying manual audits were done during tabulation yesterday for one district race in each moku, or island.
Kincaid said all delegate candidates have been notified of the results and will meet soon to organize. One of the first actions the winners must take is to fill the nine seats left vacant.
Dona L. Hanaike, a board director at Ha Hawaii, yesterday said the vote was part of a larger process, "and you really have to complete the process before you can evaluate the results."
"We didn't expect everyone to know everything in the beginning. The whole reason of going forward like this was to have a neutral, objective forum for people to come and talk, and make some decisions on the subject of sovereignty."
Opposition to Ha Hawaii's election and native convention has divided the Hawaiian community, OHA trustee Mililani Trask said yesterday.
She said there is strong disagreement among the various groups on what Ha Hawaii is doing, although many good points have been raised. She said the timing of the elections - on a Sunday during a three-day holiday weekend - was one reason for the low turnout. Another was the way the delegate districts were created, as well as general opposition to Ha Hawaii, which is following in the footsteps of 1996's Native Hawaiian Vote sponsored by its predecessor, the state-sponsored Hawaiian Sovereignty Elections Council.
Trask, a leader in the sovereignty group Ka Lahui Hawaii, said the OHA sovereignty committee will accept written testimony until Feb. 20 on the Ha Hawaii elections.
Recently, Trask proposed an advisory committee to assist the Kupono Coalition with its plans for a Hawaiian summit on March 20-21.
