William Dougherty
crusaded for clean water

William A. “Bill” “Duff” Dougherty of Honolulu, longtime clean water activist, died Saturday in Straub Hospital. He was 66.

A native of Salida, Colo., he worked as a television producer. Also, he was in advertising and public relations with Fawcett McDermott. His employment history included affiliation with Kona TV and Tongg Publishing Co., and he additionally worked at Tripler Hospital and Pearl Harbor.

But he was best known as a strong advocate of clean water legislation. He last made the news a little more than nine months ago when new findings of pesticide content in Board of Water Supply wells led the board to shut down one well and carefully monitor seven others. The findings lent support to his demands for improved monitoring and reporting of contamination, he said.

A prolific writer of letters to the editor, he also wanted guarantees to safeguard the secret ballot. He suspected computerization made vote fraud a possibility.

His watchdog role also found him in clashes with a number of public officials.

For example, he criticized state Health Director John Lewin in 1991 and the Health Department of its handling of water quality testing. He targeted City Councilman Leigh-Wai Doo in 1990 and grilled

him at a Palolo Neighborhood Board meeting on campaign contributions, tape-recording Doo’s answers. Doo said contributions did not affect his decisions as a Council member.

His wife, Gladys, said he had a sense of humor that balanced out his serious side.

Dougherty also is survived by sons Michael, Patrick, John and William Jr.; and two grandchildren.

A memorial service will be held at 10 a.m. tomorrow in Oahu Cemetery Chapel. The family requests casual attire.

Bernice Y. Choy, 73, of Honolulu, a retired Young Yung Store proprietor, died Friday in Honolulu.
