Mary Musgrove started the first 12 kindergarten centers in Hawaii public schools in 1943. Ten years later, as director of kindergartens for the Department of Public Instruction, Musgrove helped expand that number so pupils could attend any of Oahu's 280 kindergarten classes.
In 1946, Musgrove said territorial and school building plans must include kindergarten rooms so "every 5-year-old will have the opportunity of attending school in an environment planned especially to meet his needs."
Musgrove died Wednesday at the age of 90.
"She really enjoyed working with young children," said Sarah S. Stoddard, Musgrove's niece. "She was always eager to help young children and to find better ways to help them learn."
Musgrove was born in San Francisco. She is also survived by sister Ruth M. Stearns; and nephew Stephen C. Stearns.
